Terms of Use
These Terms of Use are intended to set forth the conditions, procedures, rights, obligations, and responsibilities related to the use of the services provided by Dr. E-Laser Dermatology (the “Clinic”).
Article 1. Purpose
The purpose of these Terms is to define the conditions and procedures for using the services provided by the Clinic, as well as the rights, obligations, and responsibilities of users.
Article 2. Effectiveness and Amendment of the Terms
- These Terms shall become effective when posted or otherwise announced to users by the Clinic.
- The Clinic may amend these Terms if there are changes in circumstances or important business-related reasons. Any amended Terms shall become effective in the same manner as described above.
Article 3. Rules Outside These Terms
Any matters not specified in these Terms shall be governed by applicable laws and regulations.
Chapter 2. Membership Registration and Use of Services
Article 4. Definition of Member
A “Member” means an individual who is approved by the Clinic as eligible for membership, agrees to these Terms, completes the membership registration form, and is issued an ID and password.
Article 5. Formation of Service Agreement
- Membership registration is established when the Clinic accepts a user’s application and the user agrees to these Terms.
- Any person who wishes to register as a member and use the services must provide the personal information requested by the Clinic.
- If the Clinic approves the user’s registration, the Clinic shall notify the user of the member ID and any other information deemed necessary.
- The ID entered at the time of registration cannot be changed, and only one ID may be issued to each person.

The Clinic may refuse an application for membership in any of the following cases:
- if the application is made using another person’s name;
- if the application is not made under the applicant’s real name;
- if false information is provided in the application form;
- if the application is made for purposes that may undermine public order or accepted standards of morality.
Article 6. Use of Services and Restrictions
- In principle, the services shall be available 24 hours a day, 7 days a week, unless there is a technical or operational issue affecting the Clinic.
- The Clinic may restrict service hours when necessary, such as for regular system maintenance, after providing prior notice to members.
- Certain services, including online consultations, may not be available at all times depending on the individual schedule of the medical specialist responding to such consultations.
Article 7. Service Fees
- All services are provided free of charge to registered members.
- If the Clinic decides to introduce paid services, the timing, policy, and fees shall be announced on the website before such paid services take effect.
Chapter 3. Withdrawal, Re-registration, and Restriction of Use
Article 8. Withdrawal from the Service
- If a member wishes to withdraw from the service, the member must personally request account cancellation by email to the administrator.
- When requesting withdrawal, the member must provide information necessary for identity verification, such as name, resident registration number, ID, telephone number, and reason for withdrawal. The account will be canceled after confirmation that such information matches the registration record.
- Withdrawal shall be deemed completed when the member can no longer log in using the previous ID and password.
Article 9. Re-registration
- A user who has withdrawn from the service may request re-registration by personally contacting the administrator by email.
- For re-registration, the user must provide identifying information such as name, resident registration number, ID, and telephone number.
- Re-registration shall be deemed completed when the user is able to log in again using the previous ID and password.
Article 10. Restriction of Service Use
The Clinic may terminate the service agreement or suspend a member’s access without prior notice if the member engages in any of the following:
- acts contrary to public order or accepted standards of morality;
- acts related to criminal conduct;
- acts intended to harm national interests or the public interest;
- unauthorized use of another person’s ID or password;
- acts that damage another person’s reputation or cause disadvantage to others;
- duplicate registration under multiple IDs by the same user;
- acts that interfere with or harm the proper operation of the service;
- any other acts in violation of applicable laws or the conditions set by the Clinic.
Chapter 4. Limitation of Liability
Article 11. Online Consultation

The Clinic will make reasonable efforts to maintain the security of consultation content so that it is not disclosed to any third party other than the consulting physician and service administrator. However, the Clinic shall not be liable for disclosure or loss of consultation content in the following cases:
- where the user’s password is disclosed due to the user’s own negligence;
- where the user deletes the consultation using the deletion function;
- where the content is disclosed or lost due to force majeure or circumstances beyond the Clinic’s control.
- In order to provide comprehensive and appropriate responses to consultation requests, attending physicians and specialists in relevant departments may review the consultation details and responses.

Consultation content provided through the service may be used for the following purposes after personal identifying information has been removed:
- academic activities;
- publications such as printed materials or CD-ROMs;
- part of the service content, including FAQs or recommended consultation examples.
- Responses to consultations are based on the professional medical knowledge and personal judgment of the responding physician and do not necessarily represent the official opinion of the Clinic.

The Clinic may refuse to provide all or part of an online consultation in the following cases:
- repeated submission of substantially identical questions;
- use of expressions that are inappropriate or contrary to common standards;
- requests for a diagnosis;
- inquiries regarding treatment costs, examination fees, or medication prices.
Article 12. Information Service
- The content provided through the service is general and summary information intended for informational purposes only. Information or consultation provided through the service must never be regarded as a substitute for professional medical diagnosis, treatment, or care. If a member has questions or concerns regarding their health, they should consult a qualified physician in person. Under no circumstances should a user disregard medical advice or delay diagnosis or treatment because of information obtained through the service.
- The Clinic does not recommend any specific examination, product, or treatment mentioned in the service. All opinions expressed through the service are solely those of the relevant consulting physician. The Clinic assumes no responsibility for any document or consultation content provided through the service.
- Any decision to rely on the information provided through the service, or on the opinions of participating physicians, other members, or visitors, is made entirely at the user’s own discretion. Accordingly, the Clinic shall not be liable for any damage, injury, or disadvantage arising from the use of any product, information, idea, or instruction provided to members through the service.
Chapter 5. Obligations
Article 13. Obligations of the Clinic
- Unless there are exceptional circumstances, the Clinic shall allow members to use the service.
- The Clinic has a duty to provide the service continuously and in a stable manner in accordance with these Terms.
- The Clinic shall process opinions or complaints raised by members through the prescribed procedures. If processing requires a certain period of time, the Clinic shall inform the member of the reason and expected schedule.
Article 14. Obligations Regarding Member Information Security
- Each member is responsible for managing their own ID and password.
- Members agree to receive emails sent as part of the service.
- If a member becomes aware of unauthorized use of their ID, the member must immediately notify the Clinic.

The Clinic will not sell or provide personally identifiable information to any third party unrelated to the Clinic without prior consent from the member or user. However, voluntarily provided registration information may be used in the following cases:
- to provide developers with information necessary to create useful new features, information, or services for members;
- to provide advertisers with statistical information about groups of members and users, provided that no individual member is identified;
- to provide advertising or services tailored to the preferences of members and users.
- Personally identifiable information, such as user name, ID, or email address, may be voluntarily disclosed in communication areas such as bulletin boards. In such cases, the disclosed information may be collected, associated, and used by third parties, and users may receive unsolicited messages from third parties. The Clinic has no control over such third-party activities and makes no guarantee regarding the discoverability of member information by means beyond its control.
- The Clinic may use cookies for the convenience of service use. A cookie is a small text file used by websites to identify returning users, support continued access, and provide personalized services. Cookies do not infiltrate a user’s system and do not pose a risk to user files. The Clinic cannot prevent advertisers or related third parties from using cookies. If a member or user does not wish to allow information collection through cookies, the user may configure their web browser settings accordingly. However, some parts of the service, especially personalized features, may not function properly without cookies.
- The Clinic may share and use member information between the service and affiliated business partners of the Clinic where necessary for business cooperation.
Chapter 6. Dispute Resolution
- Any disputes relating to the use of the service that are not addressed in these Terms shall be resolved through mutual consultation and agreement between the parties whenever possible.
- If a legal action is brought in relation to a dispute arising from the use of the service, the court having jurisdiction over the location of the Clinic’s principal office shall have jurisdiction.
Supplementary Provision
These Terms shall take effect on July 8, 2021.
